Can I be ticketed without being pulled over? NJ

More details to this question:
I live in NJ, monmouth county, middletown. I turned onto a side road that led to a gas station, i looked down at my phone for a couple of seconds (not interacting with it) while driving slow when I noticed a cop tailgating me. I turned into the gas station, the cop followed me, I turned right, he went straight inside the lot. I saw him pull into a spot sloppily. He never pulled me over. I left and drove by a few minutes later just as he was leaving, he pulled into a fire station, pointed toward the road, i waited at a red light, and saw him leave that station a few seconds later. I was never pulled over. He probably ran my plates. I'm 17, I NEVER text and drive, and compared to my friends, I'm the safest. Could I still get a ticket in the mail if not pulled over? I am worried my mom will lose her insurance because they threatened to cancel because of my sister... or I will lose my license.
