Can I be videotaped without consent?

More details to this question:
I live in apartments and one of my neighbors claims my mother is a witch and that I deal drugs. She claims my mother does witchcraft on them. I’ve caught them recording many times while we walk to and from my car to my apartment. I don't have proof but I believe her relative cut my brake lines. I had to replace them. I called the police to make a report but since I had no proof, they could do nothing. I'd like to know if they can videotape us without my consent.

It is only illegal to video or photograph a person if the person is in a place where they have a reasonable expectation of privacy. Outside of your apartment, you do not have a reasonable expectation of privacy. You don?t have to consent to being filmed in security cameras.
