Can I fight this ticket

I was given a 365$ ticket for supposedly blocking a handicap walkway but I made sure I didn't block the walkway while at the same time there was a car across the street that was literally blocking the whole walkway and did not get a ticket. I drove around my neighborhood for 30 minutes until a car pulled out from that spot and the parkin bureau is always harassing everyone with tickets when there's no parking how is that my fault after coming home from a long day of work? And I was given a 25 dollar ticket for not having a license plate on the front but they were clearly visible on the windshield due to an accident I had this week and I got it fixed today like I was planning to. I have picture evidence to support this as well. I just need a secind opinion.
