Can I file form 41500 even if I am not in custody?

More details to this question:
I heard from a friend that did some time that everyone (whether they have been incarcerated or not) can file form 41500 once in a lifetime to clear their tickets except for DUI's from their driving record. The forms I have seen online have a blank for the institution. Is it true?

That can only be done from state prison.

In Michigan, you have to wait six years from the date of conviction and have only one offense.

There are some felonies that can be expunged. As of August 28, 2012, a new law in Missouri lists a few types of felonies that can be expunged, but only after 20 years have passed since your conviction, and only if you have not had any other misdemeanors or felonies during those 20 years. You will probably need to hire an attorney to represent you in court because you will need to file a petition and there is a hearing before a judge. This is not as simple as just filing a form and then your felony disappears.
