Can I gain access to his cell phone call records, if so, how?

I am receiving restricted cell phone calls from a person who is currently under a restraining order not to contact me.

File a complaint with the court and they will have a hearing on the matter. Your testimony that he is calling you is evidence.

Your incoming phone call record is available upon request through your phone service without a subpoena. You then take them to your prosecutor's office along with a copy of the restraining order to show he is in violation of the order.
