Can I get a public defender for a summary for a court date for a retail theft

I live in Warrington, PA I am an Occupational Therapist and was shopping at a Target in West Philly near my boyfriend. I had several things in my cart to purchase and stopped in the earring dept. I found a bin of loose and some tagged clearance earrings. i tried on them and placed next5 to my purse in the cart. I saw a necklace and tried it on and went to pay for my things. As I walked thru the exit door a tall lack male pushed me up against the wall and put handcuffs on me. i was petrified. he brought me into a room and handcuffed me to a chair. He asked if I have anything of Targets and i told him my return bag and items in another bag I purchased. He called me a liar and asked what else I have. I was shaking and crying because i told him I forgot I had the necklace and earrings on and walked out without paying.. I also told him I tried on two pairs of earrings that i placed in the front on the side pocket of my purse which i didnt pay for because I forgot I put them there.
