Can I get a speeding ticket if the cop didnt come after me?

More details to this question:
Some guy was like tailing me hard and I was trying to get away from him into the other lane. While I was in the passing lane and him close behind me, we passed 2 state troopers but they didnt follow us, no lights on or anything. Can I still get ticketed? Can I go to jail over this?
