Can I get my driver’s License back without completing the SB/38 program from a 1991 conviction?

More details to this question:
I received a 2nd DUI back in 1991. Completed all the courts requirements, but the D.M.V. still wants me to show proof of completion of the SB/38 program before re-instating my license. Is there any way to get my license back without completing the program or can I receive a restricted license to travel to and from the program?

Nope there is no other way, and chances you've got a warrant for your arrest from court, too. You should hire a lawyer to go to court to recall the warrant. A lawyer can do this without you present if the underlying charge is a misdemeanor, so it is less risky for you.
