Can I get my rights back as an ex-felon?

More details to this question:
I had too many DUI's which became a felony. I served my time back in 1996 and moved to Arizona in 1997 and have not come into contact with law enforcement since. I can not clear my record from here so I'm looking for help via the internet. My DUI's were in Santa Clara and Alamada counties with the felony DUI in Santa Clara.

They can be dismissed, but I don't know AZ law so I cannot tell you if this will get you a right to own a gun.
