Can I press charges against my brother??? Maybe having do probation?

So it was late at night when I got the news my 15 year old, unlicensed, brother had crashed my car while intoxicated. First and foremost, I had not given him the permission to take my car and never have. So can I do anything about this? Like put him in probation? Not only for me but for his own safety as well…
