Can I refuse an unjust probation order for my minor son?

A policeman ALLEGED that my son committed the crime of possession, although no formal charge has been entered. The policeman failed to apprehend the owner of paraphernalia, and later asked my son who it was. When he didn''t answer, an allegation was handed to the probation department, who is now offering a "diversionary program" if he is eligible.
I feel he is being railroaded into a costly system simply because he wouldn''t snitch.
