Can I still be charged for a DUI from 1983?

More details to this question:
Arrested for DUI in 1983, now they want to charge me with this, there was no property damage. Is this legal? That is 22 years ago. My brother has since been incarcerated several times since 1983.

Probably not unless, there was a warrant you never appeared for since then. However, even if they can proceed with prosecution, it will be difficult. Find a lawyer.
