Can it be illegal to drive without driver's license?

I know of Texas Highway Patrol. Bought daughter car. She has no driver’s license do to suspension of traffic tickets. Is this illegal and abusing his authority as a law officer, above the law?

It is illegal for a person to drive any vehicle without a driver license, no matter who bought the car.
