Can police run your plate for no reason?

More details to this question:
I live in Pittsburgh, PA and an officer just ran my plates. I just woke up and look out the window and he ran my plate with no probable cause and drove off. I feel like this should be a violation of privacy if I am not a criminal and you are just bored.

If memory serves me right, I think they can as I had a similar stop in West Newton.
