Can probation policy/rules differ in Missouri?

More details to this question:
Probation in Missouri, you get a month taken off for a good month except in Lebanon, MO at OCCS private. I thought probation was probation. I don't think this sounds very fair to the people going to this office instead of another one.

Probation is handled by the judge. You can have an attorney talk to the prosecutor and fill a motion with the court.
