Can she file for attempted rape if both parties were drinking?

I have attended a school 10 years ago. I decided to go back and take a different course. I encouraged a friend of mine to enroll as I did because of the program, the achievements and the safety of the housing. One night, she was having drinks with some friends and was getting little drunk. She decided to go back to her place and sleep. A guy from a different class was also drinking at another apartment had gotten drunk also. My friend woke up to him arguing with her and started unzipping his pants. She ran back to her friend’s place and told them the situation. How would she go about the situation if they both were drunk? She can't prove anything because he didn't touch her?
