Can someone be charged of they have been reported for child pornography but yet the father of said minor tries to settle woth a cash incentive

He had been sent pictures by the minor. Then the father calls saying he's pressing charges unless the accused can come up wirh( x )amount of dollars. Is this legal or can the accused take legal action against the father for blackmail. Or is he at the mercy of the law aswell as the father. Simply put. The accused is in the wrong. But i believe the father is also in the wrong for holding cash settlement in one hand and pressing charges in the other. This is in texas
