Can someone use a valid license until he resolves his other license that is suspended?

More details to this question:
I have a friend with two licenses in two different states, one is suspended NY and the other from another state is valid. He lives in NY. Is this a problem? Can he continue to use the valid license until he resolves the suspended license issue?

It is unlawful to possess two licenses at once. That being said resolve the suspension issues as soon as possible. I would need additional information to determine if the person is permitted to drive in New York.
