can the D.A. hold back info

More details to this question:
the D.A did not call wittiness when he made them come in and realized it would help the defendants, and the county detective got statements from these people. but the Judge never got the info. never did a P.S.I or a mental evaluation when they were told a 62 yr has dementia. I'm not the defendantRobert
