Can the military see an expunged record?

More details to this question:
My sister's boyfriend really wants to join the army but he had a felony for selling drugs when he was 15. His record has since been expunged. He just went to an army recruiting office and they gave him a "pre-enlistment eligibility screening questionnaire" that specifically asks if he has ever had a criminal record expunged, been in front of a judge, or has been arrested, which obviously he has. My question is if he can lie on the form and say no to these questions or if the military will be able to see that he has an expunged record. Also, he lived in New Jersey at the time but now lives in New York, if that has any influence.

the boyfriend needs to be honest in his answers. the expungement is only for certain purposes. for example, the police always have access to these records if one is applying to be a police officer. ed dimon, esq.
