Can the police mail my daughter's citation?

More details to this question:
My 18 year old was smoking a cigarette in car of a driveway at a party and there was alcohol in the backseat. The officer did not give her a citation. They did not check her identification card but did get her name. They said something to her about going to court.

Don't worry about something that far fetched. If they did not get her name then how can she be charged with an offense?

They could possibly mail a citation. If you get one then get a lawyer.
