Can the state charge me with a DUI without serving me personally?

More details to this question:
I was given a blood test after an accident but was not cited for a DUI at the time. If the results come back positive for drugs/alcohol, do they just go ahead and file charges? Don't they have to serve me in person or arrest me before they can file charges?

Yes, the state can do this. It is called a long form complaint and a summons is mailed to you. If you do not respond to the summons a warrant will be issued for your arrest. If you are charged with misdemeanor DUI the state has 1 year to file charges. If you are charged with a felony the state has seven years to file. Personal service is not necessary.
