Can the state press charges and issue a warrant over domestic violence if neither parties pressed charges or pursued?

Both parties were physical, one (male) being in defense after being held against will n phone being broken after trying to dial 911 after he subdued the aggressor against the wall using the same technique an officer would he was able to lock himself in the bathroom n climb out window then went to a family members. The mother of then girlfriend found out about this from her daughter the next day she called the police they spoke with the girlfriend and took her statement she admitted to police it being physical on both parts but chose not to press any charges the boyfriend was never contacted by police and is now in fear that he will be issued a warrant if the county attorney chooses to press charges is there anything he can do.
