Can they charge me with a case they have already dropped?

More details to this question:
I was charged with delivery of a controlled substance then it was dropped to delivery of a lookalike substance, then dropped completely. This was in August but they charged me with 2 felony deliveries from January 2013. I took a year and a week before I was to get out. I was served warrant papers saying they were bringing up the delivery of a lookalike substance again and my lecturer quashed the warrant but note he's saying I have to have $2500 at my court date for my bond which I don’t have. I need help.
