Can they just arrest him for asking for a lawyer?

More details to this question:
I have a cousin who someone went and filed a false claim on him about something that happened in February 14 and they went to file it on 03/04.. now the police say outside his house and when he found out he had to go to the police station he did and then they just told him they wanted to question him and then when he request for a lawyer they arrested him. Any advice of what should he do?
