Can you be held liable for underage drinking just because you are 21?

More details to this question:
My friend was recently issued a ticket from campus security because he was the only one residing in the apartment that was 21 when a party was busted. However, he did not provide the alcohol and he was not even at the party. They stated he was responsible for their actions because he was of age. The whole night he was in his own private room and did not enter the common room at any point during the night.

Without more information it is hard to say.  However, based on what you have said it sounds like he can be charged with a crime but whether or not he is convicted depends on the details.  It is likely that with the assistance of an attorney he can have the charge dismissed by participating in community service.
