Can you be violated on a probation that hasnt started

My wife was convicted of dui, she was put on 2 11/29 probation. This is her second violation for not paying and not reporting. She passed her drug screen. Her first probation dosent end until May 4th 2017. When she went to court they fully revoked her probation. Can and is it legal for them to revoke her second probation when the first isnt finished???

She was put on consecutive probations. By violating the terms of the first probation, her 2nd probation was revoked and the sentence was put into effect. This is legal.
