Can you get a suspension waived?

More details to this question:
Last week I called bmv and they said that if I paid some tickets and paid $2000 reinstatement fee my license would be up for reinstatement 5/21/2018. So I paid it all. 6 days later I got hit with something else saying as a repeat insurance violations that it was starting another suspension 2/24/2018-2/24/2019. From an incident that happened on 1/7/2016. My licence has been suspended since this incident. Does that time not count for anything? Why a fresh year? I'm not a criminal. Yet over 3 yrs no license. Not even DWI get that. I just didn't have insurance. I need a license.
