can you transfer over a car title after getting traffic violation?

More details to this question:
my boyfriend got pulled over for speeding (90 in a 65) once and they gave him a court date for the speeding and because the temporary permit had expired (he also does not have a license). The car is under someone else’s name and they were not cooperating with actually registering and getting the permanent plates. They also said they would issue a fine and send it to the person whom the car is under (they never sent anything). Will he most likely only be fined in this court? He got pulled over again today due to temporary plates being expired and was given court again. As of now, the car is paid off and he is in possession of the car title and I was wondering if it is still possible for the car to be transferred to him even with the court dates and fines or will he have to wait until the courts are done and fines are paid?

I see no reason he cannot go ahead and register the car in his name now. It might help him in court to be able to show that the car is now in his name.
