QUESTION

Ciggarette fine

Asked on Dec 04th, 2013 on Felonies - New Jersey
More details to this question:
If I've been issued a fine for throwing a ciggarette butt out the window, I strongly disagree it was me. Are they obligated to provide me with evidence proving me guilty before I pay anything? And if their isn't any evidence to prove it was me, am I free to walk without any other obligations from me? I'm from Australia and in need of real help. Please if you can come up with anything that would be great
