Could someone be arrested for attempted stealing?

More details to this question:
If someone backed his pickup on to your property, got out of his pickup, went and picked up a bench from your front yard and was heading back to his pickup with it. You walked out and saw him with the bench in his hand. When he saw you, he dropped it immediately. He left without the seat. Can he be arrested for stealing or attempted stealing?
