Could we have our neighbor arrested for trespassing?

More details to this question:
A neighbor is reaching across a concrete wall that divides our property and cutting off our bamboo. He is reaching as far as 3 feet across the 8' tall wall onto our property to do this. Can we have him arrested for trespassing? Thank you.

You can make a police report for trespassing, as well as vandalism. What the police will do with the report is up to them.

Your neighbor is technically trespassing, and you could complain to the police, but I doubt that they would arrest him. You might want to consider filing a lawsuit for a temporary restraining order and injunction. Before doing so, however, I suggest that you get some video of him trespassing and send him a letter demanding that he stop.
