More details to this question:
I obtain a certified copy of my final disposition. Sent this to the proper state attorneys office. They sent it back stating that i must obtain a final case disposition from a sub-city agency. Calling said agency, only to find out (which i already knew) That all court records are submitted to the main county court house. I am only looking for this offence to be Expunged. Why am i getting the runaround.

I do not know why the State Attorney's office is not responding properly.  It may be faster to have your record sealed since you do not need prior action the the State Attorney's Office.  You can just submit your application to FDLE and then notice the State once you have your certificate of eligibility.  I usually recommend sealing rather than expunging a record anyways.
