More details to this question:
I just found out I have a warrant for 476a (a) issued in 2011. I lived at the same address until 2013. When I moved, it was only 20 miles away and I was actually on public assistance. My new address was on my driver’s license.

Sounds like it. You should hire a lawyer to go to court to recall the warrant first. A lawyer can do this without you present if the underlying charge is a misdemeanor, so it is less risky for you. Then the lawyer can file and argue the motion on your behalf, and you'll stand a much better chance of success.
