Do I need to pay the speeding ticket if it was not served within the given time frame?

Does a camera speeding ticket have to be paid if not served on you personally within 120 Days? Also a clerk called yesterday to say I had missed a court date and an additional $70 had been added to the original fine of $195. Today a letter came from the court saying I now owe $335.50 and is due on or before January 3rd (yesterday) If sanction is not fulfilled, my driver license may be suspended until civil sanction is paid in full.
