Do officers need probable cause to pull you over for DUI?

More details to this question:
I was pulled over in PA about 100 feet from a bar when I left it. The cop stated he pulled me over because my headlights where off but they were on. I believe the bartender called the cops and had them wait for me to leave this was back in July. It is now January and I haven’t heard anything about the dui but was told I will get a summons to court in the mail what should I do?

I believe an officer needs to have a reasonable suspicion of a motor vehicle code offense to stop your car. At that point if what he observes-hears, sees, smells gives him probable cause to arrest you, he can. I think it is strange the stop was in july and you haven't heard anything. Your instincts could be right about the bartender. However, don't think the local police don't notice whose cars are in the bar parking lot all night.
