Do you need to turn yourself in before getting a public defender?

More details to this question:
My cousin missed his DUI hearing. I know that he needs to turn himself into the court, and should have an attorney. He is a college student and has no money for one. My question is can he contact the public defenders office now before he turns himself in or dose he need to wait until the court appoints him one after he turns himself in?
