Does a cop have to catch you driving without a license to give you a ticket?

More details to this question:
I was not in the vehicle and a cop stopped and said someone called and was concerned I was driving without a license and the cop gave me a ticket from hear say. Is that legal?

Maybe. The state would need to have evidence that proves beyond a reasonable doubt that you were in fact driving. That evidence doesn't have to be first hand observation by the officer. The state can use evidence obtained from witnesses or other sources.
