Does a dormant bench warrant status mean an arrest won't be made?

More details to this question:
My business partner got a speeding ticket in 2006 (almost 10 years ago). He didn't pay the ticket and also didn't show up in court, so a bench warrant was issued. He was never found nor arrested on this warrant (he still lives in the state, but in a different county), and it is now listed as "Dormant" status in the online court records system. He is interested now in getting his driver's license renewed (which would mean taking the written test, etc.), but if he goes down to the license office to do this, will he be arrested when they find this 10 year old warrant? Will they even SEE the warrant on his record when they run his name? Does "Dormant" status mean that he won't be arrested and it would be (relatively) safe to do this? Or should we consult an attorney first?

It's still an active warrant. He'll be arrested if found. He should first get a lawyer and get the warrant taken care of. Then he can work on getting a reinstated license.
