Does statutory rape also apply to foreign students?

Dear Sir or Madam, My niece asked me a question. Her friend just turned 16 this year. She is a foreign student. This year, she started dating an 18-year-old boy who is also a foreign student. The boy is studying in junior college and, for a short while, was asked by the girl's family to watch over her and her siblings in the house that they rent in the U.S. Last week, my niece caught the girl topless on the boy's bed and with the boy inside the room, too. She suspected they may have sexual intercourse before she got found out. It has been a week, should I report them? I did some research online and found out the definition of statutory rape, but I don't know if that applies to foreign students. Thank you!
The criminal laws of California apply to anyone violating the laws in California regardless of where they are from or the immigration of visitor's status. The only exceptions are persons with diplomatic immunity.
All state laws apply to anyone who is currently in the state. Otherwise, foreigners would get a free pass for breaking the law. The age of consent in Michigan is 16 so unless you have evidence they were having sex when she was under 16, no criminal charges can be filed.
It applies to everyone. But statutory rape is different in different States since they each set the age of consent. That is the age where a person can consent to sex.
