driving record expungement

More details to this question:
got in a wreck in Oct 2013 in GA. was told by court lawyer that all I had to do was pay ticket and would not be found guilty. Now I am trying to buy a new car and insurance is still refusing to return my rates to where they where from before when insurance company told me that it would fall off in 3 years. I was not arrested, this is not a criminal deal, just a simple mistake. ticket was for improper lane change. was 150$ if you call me please text me first I do not pick up number I do not know.

First, because infraction occurred in Georgia, that State's expungement laws would apply.  To the clearing of the traffic / moving violation.  In South Carolina, traffic offenses are not "expungable."   Second, insurance companies look at both DMV conviction and chargeable accidents.  The insurance company will look at the industry determination of fault, and the threshold crossed with the cost of property / or injury claims made.
