federal criminal fine and accident settlement

More details to this question:
Owe government 10000 in federal fines..judgement stated that I pay 200 mnthly.....I just settled an accident lawsuit for 12000 and the government sent notice of this judgement to my lawyer and is not letting me have check until this is paid......I have no home or clothes, car. Just left prison can I stop this or help me retrieve check and pay the 200 mnthly that was ordered??
