More details to this question:
I was arrested outside of a night club and the arresting officer searched my pockets and found marijuana but threw some of the marijuana out but I was charged with 'possession over an ounce.' My question is could the judge drop that charge down to a misdemeanor or dismiss the case in full?

Well, theoretically yes the judge could do that. However, not likely that a judge would take it upon himself without a recommendation from the DA. But, yes the DA could also do that depending on what the evidence is. Best to hire a lawyer to look over all facts of the case to give you a better answer.
