Fraud at the DMV

More details to this question:
back in 2007 my photo was taken while trying to obtain an examination permit for my sister. Yesterday I tried to go get my license renewed and they said that it is suspended. As of three months ago my license along with my sisters is under investigation/suspended. with the help of face recognition they matched my license photo with the photo taken under my sisters license back in 2007. The investigator said if my sister comes in with me with proof/documentation and says the picture if of her then this all can be over but Should I admit to what occurred or can my sister and I deny and say that picture is of her.
