Walking in my neighborhood when a man comes out of his garage and starts yelling at us with a shovel He threatens to hit husband over the head We call police - said he can’t arrest him Since then he honks and drives by flipping us off And driving close to us as he’s going to hit us with a vehicle. What can I do without a lawyer to get him in court
