Hello, I need help getting of the Pennsylvania SOR since I have completed my 10 year requirement.

My offense occured 1997 and I was court-martialed in a military tribunal 1998. I received 4 years confinement and served 3 years 1 month 1 day after good time. No parole or restrictions other than to register when released 2001. I move to Maryland and was registered then (Sept 2001). I moved from MD to Pennsylvania in 2004 and am currently registered here. I have met all my annual registrations the entire time. Since my 10 year registeration requirement was complete in Sept of 2011, I have tried twice to be removed from the SOR, to no avail. PA SOR insists that my initial registration date is my 2004 date that I moved to PA. This is frustrating and I would like to be referred to a Lawyer who will help. Thank you.
