How can he get the probation transferred back to our county?

My son is on probation. We live 3 miles from that county. His probation was transferred and they are putting demands on him which will make it impossible to get/hold a full time job, which he needs to pay his child support. The probation officer there is reasonable and has gone to his school. He is now paroled and the other county’s PO already told him that he will see him whenever he sees fit, not caring about schooling or even a job. I know that he has to have some rights even though he is on probation.
