how can i fight a noisy muffler ticket?

More details to this question:
i own a 2002 vw jetta with an aftermaket muffler. i got pulled over for my tinted taillights which the ticker number is 39:3-77 and then he said my muffler was too loud(which when on idle you cant even hear it ) the ticket is 39:3-77 how can a officer determine its too loud without a sound meter device, this should not be right and i wanna fight it. how can i prove my muffler is not loud. how can the officer prove it was loud if he didn't measure how loud it was. can i fight this ticket?
