How can I get a drive legally with a DUI pending moving states?

More details to this question:
I can get my license here again but cant afford the fees. Moving from Utah to Illinois. It's a DUI for possession of marijuana, and THC in my blood.

I would call the drivers license bureau in Illinois and explain your situation. They will tell you if there is any type of license available to you.
