More details to this question:
I received a DUI in Washington state. I received severe injuries and was taken to a hospital. I never received a citation nor a notice to appear. This was over 5 years ago. I also received a DUI in my home state of Illinois later. I did not learn of the Washington dui until I started the process of getting my IL license reinstated. How must this be handled?

You probably got charged later in WA with the DUI, and a warrant went out when you did not get your court notice and appear in court. You need to get the WA court case resolved, and do what WA requires to lift the hold on your license.
